The presence of fuel necessitates the continued functionality of core cooling, monitoring and safety related equipment in addition to technical maintenance of buildings and essential systems.  This objective will also include all activities related to the removal of nuclear fuel from Unit 1 and, where applicable, its transfer to Unit 2. Assistance provided on technical matters to the Decommissioning Service, including the taking of inventories, radiological characterisation, etc., will be eligible for funding under Objective 1A.07\/01. In the event that decontamination or dismantling activities, or any temporary\/permanent changes to systems or facilities due to the decommissioning of the unit are undertaken within the period they will also be included under this objective. In 2009 the Objective is added by activity on operation of new installations commissioned in accordance with the Decommissioning Project. In particular operation of Free Release Measurement Facility (B10 Project) will start.Eligibility for funding under this objective shall be: salaries of staff (and essential supplies and services that are verifiable and uniquely identifiable with the safe maintenance of Unit 1[1]).Project PurposeWithin Objective 1A.07\/01 above, this project relates only to the direct costs of the personnel participating in the activities described. The associated procurement of essential supplies and external services that are verifiable and uniquely identifiable with the safe maintenance of Unit 1 is covered by a separate project (OP1.02).The overall objective can be refined into the following specific project purposes:-     Safe maintenance of Unit 1: To continue the essential care and maintenance which represents the first phase of the overall decommissioning process of Unit 1, in compliance with the regulatory documents in force and ensuring a high level of safety at the unit. Isolating systems, which are justified as no longer required for assurance of the unit safety. The project will support the Ignalina NPP personnel engaged in maintenance of running systems related to safety of Unit 1 during 2009; -     Radiological characterization: To continue the radiological characterization activities of Unit 1 premises and equipment;-     Inter-unit fuel transfer: To continue unloading and transferring partially burnt reactor fuel assemblies from Unit 1 for further use in the Unit 2 reactor, thereby reducing the required procurement of fresh fuel for Unit 2 and hence decreasing the overall amount of spent nuclear fuel to be stored and consequent storage costs; -     Dismantling of equipment: To arrange and perform works on dismantling of equipment and pipelines of the Turbine Shop.  -     Dismantling of Building 117\/1: Assure arrangement and control of safe execution of preparatory works, by own forces and external contractors’ agencies, according to Preliminary Works Project for dismantling of equipment at Building 117\/1 (planned under IIDSF project B9\/0). By training INPP personnel in these areas, cost savings can be expected compared with contracting external companies.Under a nationally-managed project programmed in 2006 (PI.06.04.01 “Decommissioning Training Centre Phase 1”) preparatory activities are being carried out for the establishment of an on-site Decommissioning Training Centre. The exact training needs will be defined in the frame of ongoing project and outcomes of the D&D engineering (the B9 projects). INPP has provided an existing redundant building for this Training Centre; an assessment was conducted to find whether modernisation of the building or its replacement represents the most cost-effective way forward (see Project Purpose below). This objective therefore covers the completion of Training Centre (offices, classrooms and industrial training facilities) and its equipping (including lifting equipment, physical protection equipment, transport equipment and various and D&D mock-ups) to the stage where it can be brought in to routine service. The EPA equipment includes a network of automatic gamma dose rate measurement stations (RADIS) providing on-line data to national institutions, the EC databases (EURDEP, AIRDOS) and the general public, and an off-line type aerosol sampling station 60 km from INPP.The implementation of INPP decommissioning will result in quantitative and qualitative composition changes of discharges: new facilities with a potential radiological impact on the environment (spent fuel storage, radioactive waste treatment\/storage, landfill, near surface disposal facilities and free-release facility) will be constructed.Renovation is therefore required of the automatic network, and to enhance efficiency and safety by the timely communication of data, the off-line aerosol sampling station should be complemented by an on-line automatic spectrometric aerosol monitor with gamma and alpha\/bet channel. The EPA further requires equipment for control of INPP free-release, and laboratory improvements in respect of sample preparation equipment and the gamma counting system.Under this objective the procurement of equipment required for renovation of the automatic network, automation of aerosol sampling, free-release control and relevant above-mentioned upgrading of the EPA laboratory will be funded. Assistance provided on technical matters to the Decommissioning Service, including the taking of inventories, radiological characterisation, etc., will be eligible for funding under Objective 1A.07\/01.
